SUBJECT:
NRC INTEGRATED INSPECTION REPORT 50-244/97-01
Dear Dr. Mecredy:
This letter transmits, the results of safety inspections conducted
by NRC inspectors at the
Ginna Nuclear Power Plant from January
5 through February 23, 1997. At the conclusion
of the inspection, the findings were discussed with Mr. J. Widay and others of your staff.
During the seven week period covered by this inspection period, we noted overall safe
operation of the plant.
In particular, we observed good operator response to a failed
control rod drive motor generator set.
We also noted effective operator training and
maintenance.
Good engineering support to the plant was observed, for example,
in
resolution of problems with excessive feedwater flow oscillations and with the minimum
service water design inlet temperature.
The inspectors noted some discrepancies
between'esign
basis documents
and plant procedures,
and these were resolved, or 'are currently
being evaluated by your staff.
Based on the results of this inspection, the NRC has determined that a violation of NRC
requirements
occurred concerning ineffective corrective actions taken in response to poor
radiological work practices and inadequate
contamination boundary controls.
This violation
is cited in the enclosed
Notice of Violation (Notice), and the circumstances
surrounding the
violation are described
in detail in the enclosed report.
Please note that you are required to
respond to this letter and should follow.the. instructions specified in the enclosed
Notice
when preparing your response.,The
NRC will use your response,
in part, to.determine
whether further enforcement actions is necessary to ensure compliance with regulatory
requirements.
