NO. 50-244/96-0 2 (OL)
Dear Mr. Mecredy:
During the period of February
13-15,
1996, the
NRC administered initial
examinations
to two employees of your company,
who had applied for Reactor
Operator
(RO) licenses for the Ginna Nuclear
Power Station.
At the conclusion
of the examinations,
the preliminary findings were discussed
with yourself and
members of your staff in an exit meeting.
The final results
are that both applicants failed the written examination.
Generic weaknesses
from this examination
are detailed in the examination
report.
This examination
was developed
and administered
as part of the recent
NRC
pilot process that utilized the resources
of the Ginna Training Department to
propose
the written and operating
examinations.
The
NRC appreciates
your
voluntary participation in this process.
At the exit meeting, your staff
conveyed
some perspectives
regarding this pilot examination
process,
and
stated their intent to conduct
a root cause
evaluation of the examination
failures.
We continue to be interested
in your comments
and perspectives
and
will review any further comments.
Regarding the results of your root cause
evaluation of the failures,
we would appreciate
knowing your conclusions,
either in an open meeting or in writing.
Please
contact

and inform us
as
to your preferences,
once the evaluation is completed.

with 10 CFR 2.790 of the Commission's
