Dear Dr. Mecredy:
Enclosed is the
NRC report of the December 5-7,
1995,
announced
inspection of
the R.
E. Ginna Nuclear
Power Station
emergency
preparedness
(EP) biennial,
full-participation exercise
led by Nr.
D. Silk.
Our inspection findings are
based
on inspector observations,
discussions
with your staff,
and document
review.
At the end of the inspection,
the preliminary
NRC findings were
discussed
with you and other members of your staff.
Overall, the on-site response
to the exercise
scenario
was very good.
No
exercise
weaknesses
or violations of NRC regulatory requirements
were
identified.
The results of our inspection
are contained
in the enclosed
NRC
inspection report.
During discussions
with your staff following the inspection, it became
apparent that there exists several
discrepancies
in documents
and procedures
concerning the Reactor
Vessel
Level Indication System reading that corresponds
to the top of the fuel in the core.
Since that value is critical in
determining whether the reactor fuel is covered with coolant, expeditious
resolution of those discrepancies
should
be undertaken.
Our staff will follow
your progress
in this matter.
