REPORT
NO. 50-244/95-16
Dear Dr. Mecredy:
During the week of September
18,
1995, the
NRC conducted
an announced
inspection'f the licensed
operator requalification training program at the
Ginna Nuclear Generating Station using Inspection
Procedure
71001,
"Licensed
Operator Requalification
Program Evaluation."
The purpose of this inspection
was to verify that the requalification program continues
to properly train and
evaluate
the operators.
At the conclusion of the inspecti'on,
the results
were
discussed
with Mr. Marchionda
and
members of your staff.
The inspectors
determined that the examination
provided
a good measure of
'operator
performance
and was graded in an acceptable
manner.
Administrative
control
and tracking of program content were excellent.
The inspectors
considered
a positive aspect of the program to be the proactive attitude
demonstrated
by Training in performing their own post-event
assessments
and
the Training Department's
tracking of and responsiveness
to trainee
feedback.
.
Crew performance
was acceptable,
but needed
improvement in that several
errors
were
made in board operation that
had to be corrected
by other crew members.
In accordance
with 10 CFR 2.790 of the Commission's regulations,
a copy of
this letter and the enclosure will be placed in the
NRC Public Document
Room.
