Dear Mr. Johnson,
By Reference (a), RGB withdrew several proposed license amendments in anticipation of submitting a conversion to the Improved Technical Specifications as documented in NUREG-1431. Included with the withdrawn license amendments were changes related to the Reactor Coolant System vents (Reference b) identified as Reference b in the April26, 1995 letter. The purpose of this letter is to rescind the withdrawal of the Reactor Coolant System vent proposed license amendment changes. As such, RGB requests NRC review and approval ofthe proposed technical specifications as documented in the September 15, 1992 letter. This process should be coordinated to support the NRC review ofthe improved technical specifications for Ginna Station.
