NOTICE OF VIOLATION 50-244/94-27
Dear Dr. Necredy:
This letter transmits the November
22 to December
31,
1994 inspection findings
of messrs.
T. Noslak and
E. Knutson at the R.
E. Ginna Nuclear Power Plant.
At
the
end of the inspection,
the findings were discussed
with Nr. J.
Miday and
other
members of your staff.
The inspection
was
focused
on areas
relevant to public health
and safety
and
examined the control of operations,
maintenance,
engineering,
and plant support
activities
conducted
during this
period.
Based
on
the
results
of this
inspection,
one
of
your
activities
appears
to
be
in violation of
NRC
requirements,
as
specified
in the
enclosed
Notice of Violation (Notice).
Although the degradation
that occurred to the C-service
water
pump discharge
expansion
joint did
not directly affect
system
operability,
the
lack of
acceptance criteria in the installation procedure is of concern
because it had
the potential for more serious
consequences.
You are required to respond to this letter
and should follow the instructions
specified in the enclosed Notice when preparing your response.
In your response,
you should
document the specific actions
taken
and
any additional
actions
you
plan to prevent
recurrence.
After reviewing your response
to this Notice,
including your proposed corrective actions and the results of future inspections,
the
NRC will determine
whether further
NRC enforcement
action is necessary
to
ensure
compliance with NRC regulatory requirements.
. In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of this
letter and its enclosure will be placed in the
NRC Public Document
Room.
The response
directed by this letter and the enclosed Notice are not subject to
the clearance
procedures
of the Office of Management
and Budget
as required
by
the Paperwork Reduction Act of 1980, Public Law No. 96.511.
