SUBJECT
GINNAPROCUREMENT INSPECTION 94-17
This refers to the safety inspection conducted by Mr. A. Pinkel of this office-from
June 27 through July 1, 1994, at the R.E. Ginna Nuclear Power Station, Ontario, New York.
The inspection was focused on issues important to public health and safety, specifically your
programs for procurement,
receipt inspections,
and storage of safety-related equipment.
Our
preliminary findings were discussed with Mr. Richard Marchionda of your staff.
The warehousing and storage aspects of your program were found to be weak.
Certain of
your activities appear to be in violation of NRC requirements,
as specified in the enclosed
Notice. We found several instances where safety-related parts in the Level B Storeroom
were not stored in accordance with procedures.
This was of particular concern in that
subsequent quality audits failed to identify these problems, and procurement engineering was
apparently also aware of the conditions.
You are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response,
including actions you plan to prevent
recurrence.
The responses
directed by this letter and the enclosed Notice are not subject to
the clearance procedure of the Office of Management and Budget, as required by the
Paperwork Reduction Act of 1980, Pup. L. No. 96.511.
