Enclosed is the report of the November 16-18, 1993 announced inspection of the R. E. Ginna
Nuclear
Power
Plant
Emergency
Preparedness
(EP)
full-participation
exercise
led
by
Mr. D. Silk. Our inspection findings were based on inspector observations,
discussions with
your staff, and document review. At the end of the inspection, the preliminary NRC findings
were discussed with you and other members of your staff.
Overall, the on-site response to the exercise scenario was good. The players correctly identified,
classified and declared the events using the appropriate Emergency Action Levels (EALs) in a
timely manner.
No overall exercise strengths or weaknesses
were identified.
However, two
areas forpotential improvement were identified: damage control team members in the OSC were
not qualified for. the necessary
respiratory protection equipment
and the protective action
recommendation followingthe General Emergency declaration was untimely. The details of the
inspection are discussed in the enclosed report.
