Johnson SELB/DST Complete The reference memorandum transmitted our Safety Evaluation (SE) addressing the conformance of the GINNA plant to the guidance of Generic Letter (GL) 91-11 regarding the use of Class 1E bus tie breakers.
At the request of the Plant Systems Branch (SPLB),
we have revised this SE to also address conformance of the GINNA plant to the recommendations of GL 89-13, Service Water System (SWS)
Problems Affecting Safety-Related Equipment, specifically, Recommended Action IV.
The revised SE (Enclosure 1, dated 4/13/92) highlights the following contradiction in the GINNA licensing basis.
The licensing basis includes the requirement for meeting the single failure criterion, while TS 3.3.4.1.a permits operation above cold shutdown with only one (of two available)
SWS pump operable on each of the two Class 1E buses.
This does not meet single failure for failure of one SWS pump or for a bus fault since the bus tie breaker cannot be used with a bus fault and two SWS pumps are required for the recirculation phase of a DBA.

Walter Butler April 23, 1992 SE concludes that this issue can be resolved by (1) revising the TS to require that two SWS pumps be operable on each Class lE bus, or (2) verifying by analysis that only one SWS pump is required for the recirculation phase of a DBA. It is our understanding that the licensee has submitted the analysis of above item (2) and that it is being reviewed by SPLB.
Therefore, assuming this analysis is found acceptable, this issue is resolved.
Enclosure 1 supersedes the SE transmitted by the reference memorandum and should be used for closure of TAC No. M82335.
