GINNA SERVICE WATER SYSTEM OPERATIONAL PERFORMANCE INSPECTION Note from Melanic Hiller to Walter Butler dated, April 22, 1992 In the referenced

note, you pointed out a couple of matters that warrant staff attention.

For your information, that status of our activities in these matters is as follows:

The Special Inspection Branch (RSIB) report (Report 91-201) for the Ginna Service Water System Operational Performance Inspection (SWSOPI) was issued to the licensee by the Division of Reactor Projects I/II, by letter dated January 30, 1992.

Since Report 91-201 has been issued Rochester Gas and Electric Corporation (RG&E) has provided responses dated January 31,

1992, April 6,
1992, and April 9, 1992.

These have addressed the system re-balancing, SEP Topic IX-3, and the various inspection findings documented within Report 91-201, respectively.

The Electrical Systems Branch (SELB) has completed their review, dated April 23, 1992, of the use of the electrical system cross-tie.

The SELB safety evaluation explicitly addresses the lack of technical justification of RG&E's position regarding active and passive failures affecting the use of the cross-ties.

The SELB conclusion is that the issue can be resolved by either (1) revising the technical specifications to require that two service water system (SWS) pumps are operable on each

bus, or (2) verifying by analysis that only one SWS pump is needed for the recirculation phase following a Design Basis Accident (OBA).

The Plant Systems Branch (SPLB) has additionally completed their review, dated April 28, 1992, of the information submitted by RG&E.

RG&E stated that results from preliminary analyses are favorable with respect to having only one SWS pump operable during the DBA recirculation phase.

SPLB concluded that they have no immediate system operability concerns.

SPLB also concluded that they will review the RG&E submittal of the final analysis once their Plant Operations Review Committee (PORC) has completed their review.

The staff evaluations that have been issued to date are enclosed for your information.
