Inspection Report No. 50-244/92-01

This letter'efers to the engineering and technical support inspection conducted by

Messrs. A. Lohmeier, H. Gregg, and R. Mathew of this office at the Robert E. Ginna

Nuclear Power Plant, Ontario, New York and Nuclear Engineering Services (NES)

Department offices in Rochester,

New York during the period January 6-10, 1992.

Mr.

Lohmeier discussed

the results of the inspection with you and members of your staff at the

conclusion of the inspection.

Areas examined during the inspection included the effectiveness of the engineering and

technical support organization at the Ginna plant site and NES engineering offices in

Rochester.

Within these areas,

the inspector selectively examined engineering organization

management

procedures

and effectiveness toward implementation of modifications and

facility changes.

In these areas, it was observed that your engineering personnel

performance was commensurate

with the requirements of the Code of Federal Regulations,

Techriical Specifications, and Final Safety Analysis Report.

Based on the results of this inspection, it appears

that environmental qualification of Class 1E

electrical equipment (SMA type torque switches in motor operated valves (MOVs) 860 A, C

and D) was not conducted in full compliance with NRC requirements,

as set forth in the

Notice of Violation enclosed herewith as Appendix A. Instructions have been provided in

Appendix A for your response.

Furthermore, two unresolved

issues concerning the timeliness of your 10CFR 21 report

regarding loose screws and sockets and timeliness of corrective actions taken for unqualified

torque switches are called to your attention.
