R. E. Ginna Resident Inspection 50-244/92-02 (1/19/92 - 3/9/92)
This letter transmits the January
19 through March 9, 1992 inspection findings of Messrs.
T. Moslak and E. Knutson at the R. E.,Ginna Nuclear Power Plant.
At the end of the
inspection, Mr. T. Moslak of my staff summarized the findings with you and other members
of your staff.
The inspection examined the control of operations,
maintenance activities, and engineering
support conducted during this period.
Within this scope, the comprehensive
actions taken to
identify the causes of the two reactor trips which occurred during this period were
noteworthy.
The NRR staff recently completed a review of the Service Water System Operational
Performance Inspection Report (50-244/91-201) for the inspection conducted December 2
through 20, 1991.
Based on this review, it appears that certain of your activities were not
conducted in full compliance with NRC requirements
as set forth in the enclosed Notice of
Violation.
Please respond to this Notice of Violation and in preparing your response,
follow
the instructions in the Notice.
These violations are of concern because
they represent
ineffective control of engineering on safety-related equipment.
