SUBJECT:
PROGRESS STATUS OF REGION I ENGINEERING SYMPOSIUM NRC ACTION ITEMS Our letter of April 17, 1991 to the licensees and our memorandum of April 18, 1991 to the NRC attendees forwarded the meeting report of our Symposium/Workshop held on February 20-21, 1991.,It included recommendations from the work groups for both industry and NRC.
The status and schedule for each of the recommendations to the NRC are described below.
1.
Establish consistent uidance on o erabi lit and re ortabi lit The Technical Specifications Branch (OTSB) is close to completing an update to the NRC Inspection Manual on the subject of'perability.
This guidance will also be sent to the industry in a generic letter (GL) that is expected to be issued shortly.
The Office for Analysis and Evaluation of Operational Data (AEOD) has formed a task group to revise NUREG-1022, "Licensee Event Reporting Systems."
NUREG-1022 currently provides guidance for reportabi lity only under 10 CFR 50.73.
The revision will be expanded to also provide guidance for reportabi lity under 10 CFR 50.72.
AEOD expects to issue the draft revision for public comment in the near future.

Endorse NSAC-125 for 10 CFR 59.59 reviews
- Recently, both the industry and the staff sent NUMARC comments on NSAC-125.
NUMARC is reviewing these comments for a future revision to NSAC-125.
When this revision is completed and reviewed, the NRC staff will provide its assessment of the NSAC-125 guidelines.

Endorse the industr standard for desi n basis when develo ed The staff has already completed this action *item.
The November 19,
- 1990, memorandum from William T. Russell to the Deputy Regional Administrators regarding NUMARC's Design Basis Program Guidelines noted no inconsistencies with existing NRC positions.
The staff has no plans to issue a more formal endorsement of these guidelines.
4.
Endorse the industr uideline for timeliness for o erabi lit determination when established This action item is contingent upon the development of guidelines by the industry.
The GL on operability should address this issue in a way-that meets the staff's needs,'nd hopefully, the industry's needs as well.
5.
Endorse the industr definition of modification cate pries when established This action item is contingent upon the industry defining categories of modification.
When this has been
- done, the NRC will determine i'f it is appropriate to endorse the definitions.
6.
Train NRC ersonnel, in the modification rocess and o erabilit /re ortabi lit determinations When the revision to NUREG-1022 is completed, AEOD plans to conduct training on the new reportabi lity guidance.
Some workshops have already been held in the Regions on this subject.
Regarding operability, OTSB plans to conduct workshops both at NRR and in the Regions to train the staff on the operability guidance going into the inspection manual and the GL.
The workshops will begin once the GL is finalized and wi 11 probably take several months to complete.
