Electrical Distribution System Functional Inspection (EDSFI) for Ginna Plant This letter confirms the dates of May 20-24, 1991 and June 3-7, 1991 for the EDSFI at Ginna. Nuclear Power Plant.
This inspection will take place at the Rochester Gas and Electric (RG&E) Corporate office in Rochester, New York, and at the Ginna plant site.
A preinspection visit by the team to the RG&E Corporate office and to the Ginna site is also scheduled on May 6-9, 1991 to review the availability of documents and to gather information for this inspection.
Our plans were discussed with you during a telephone call with Mr. Leonard Cheung of the NRC Region I office.
A management entrance meeting is scheduled for 2:00 p.m.
on May 20, 1991, at the RG&E Corporate office.
The management exit meeting is t'entatively scheduled for 10:00 a.m.
on June 7,
1991 at the RG&E Corporate office.
'The primary objective of this inspection is to determine whether the electrical distribution system (EDS) as design, installed, and configured at Ginna is capable of performing its intended functions during all plant operat-ing and accident conditions.
A secondary objective is to assess RG&E's
'ngineering and technical support provided to ensure operability of the EDS.
In order to perform this comprehensive team inspection effectively, we request that RG&E be prepared to provide, on May 6,
- 1991, a presentation which addresses, as a minimum, the following areas:

RG&E's primary organization, including managers, clearly identifying responsibility, accountability and flow of authority.
Station AC and DC distribution system arrangements.
Interlocks and ties to various offsite and onsite power sources.
- Also, lineup of breakers during normal, star tup, and emergency operation of the plant.
Transfer capability of the EDS, following the loss of normal 'sources.
Specific regulatory commitments, if they are unique in nature.

RG&E's in-house programs for controlling load.growth, plant modification (including temporary modification) and setpoint controlling of protective relays.

RGEE's in-house monitoring program for plant operating experienc'e, and self assessment programs, if any,'.
Methodology of emergency diesel generator load calculations and battery load calculations.
In addition, we request that you provide us at least two copies of the documents listed in the enclosure at the inspection site on May 6, 1991.
