REQUALIFICATION PROGRAM EVALUATION REPORT N0.50-244/90-14(OL-RQ)

From September

17

21,

1990, the

NRC administered requalification examina-

tions to employees

of your company

who operate

the Ginna Nuclear

Power Station.

The evaluation

was conducted

in accordance

with NUREG-1021, Operator Licensing

Examiner Standards,

ES-601,

"Administration of NRC Requalification

Program

Evaluations."

The evaluation

has

two purposes:

(1) to evaluate

individual

operator

competency;

and, (2) to evaluate

the effectiveness

of the licensed

operator requalification training program at Ginna Nuclear

Power Station.

Generic findings were discussed

during the interim and at the conclusion of

the

one week examination period with members of your staff identified in the

enclosed report.

As a result of this evaluation,

your requalification

program

has

been

assigned

an overall rating of "satisfactory."

The

NRC results

shows

seven

Senior Reactor Operators

and three Reactor Operators

passed all portions of

the requalification examination.

One Reactor Operator

and

one Senior Reactor

Operator failed the written portion of the requalification examination.

All

crews

passed

the requalification

exam.

Section 3.0 of the attached

report

contains

the details of the program evaluation.

As was discussed

at the exit meeting held at the Ginna training center

on

September

21,

1990, you are expected

to complete

remedial training for those

individuals who failed the written examination

before returning

them to

licensed duties.

The

NRC will reexamine

these individuals at

a later date.

In accordance

with 10 CFR 2.790 of the Commission's regulations,

a copy of

this letter and the enclosure will be placed in the Public Document

Room.
