The NRC is in the process of conducting a safeguards Regulatory Effectiveness Review (RER) at each nuclear power reactor plant.
An RER is scheduled for the RE E. Ginna Nuclear Power Plant Unit 1, during the week of July 9
through 13, 1990.
An RER is designed to assure that the safeguards required by NRC's regulations, and as implemented by a licensee, provide the intended level of protection without compromising safety of operations.
The review complements NRC's licensing and regional inspection functions.
During its on-site review, the RER team compares the safeguards being implemented at the plant to NRC's r'egulator~esign basis threat.
Some members of the team (external group) will focus on security systems associated with the protected area while others (internal group) will examine security systems associated with vital areas and equipment.
At the same time, an engineer on the team will look at alternative combinations of plant systems needing protection agairst sabotage to assure the capability for safe shutdown of the facility.
The RER team will include NRC reactor safeguards specialists and two individuals from the U.S.
Army Special Forces.
Additional assistance for the RER team is provided by an inspector from the NRC regional office and the NRC resident inspector.
A list of team members who are not from Region I and for whom unescorted access is requested is enclosed with the Plant Superintendent's copy of this letter.
This enclosure should be treated as Official Use Only to protect the privacy of the individuals'ersonal data which it contains.
The first day will begin with an entrance briefing.
You may wish to have a
representative of your corporate staff present during this briefing, as it will provide an overview of the team's objectives and anticipated activities for the duration of the review.
Any questions on methodology or other matters should be addressed then'o ensure that there is a
common understanding.
- Also, a proposed schedule for the week will be discussed and key licensee personnel, who will act as contacts for the team, should be identified.
These contacts should be able to identify and make arrangements for knowledgeable licensee personnel to serve as escorts for the team members during the review.
After the entrance briefing, the team will take a general orientation tour of the protected area perimeter.

Rochester Gas and Electric Corporation isolation zones, physical barriers, safety-related water sources, and buildings containing vital equipment.
Following the orientation tour, the team will break into three separate groups and begin their detailed evaluations.
The last day of the review will include a briefing for plant and corporate personnel to discuss the preliminary results of the review.
You are requested to provide appropriate plant personnel support for the three groups during the review.
Specifically, both the internal and external group will require an escort from the security department who can communicate with alarm stations, and the team engineer will need an individual familiar with the safety equipment location and functional capabilities.
The team members will make every effort to schedule their activities so as to avoid disruption of normal plant activities.
The time that various team members spend on-site way vary, but generally will range from six to eight hours per day.
Some team members will also be on-site on Tuesday or Wednesday evening for approximately two hours, beginning at dusk.
