PROGRAM FOR THE 1990-1999 INTERVAL

RG&E Letter to NRC dated February 15, 1990, Inservice Testing Program Status and Relief Request - Proposed Revision to Relief Request Nos.

VR-8 and VR-9.

The NRC is in the process of reviewing the 1990-1999 IST Program submitted on May 23, 1989, (Reference 1).

This program is currently in place at the Ginna Nuclear Power Plant.

Rochester Gas

& Electric Corporation's (RG&E) May 23, 1989 submittal is being reviewed by NRC in accordance with the ASME Code,Section XI, and the guidance given in Generic Letter 89-04, April 3, 1989.

The staff has been working with RG&E on this program (and associated relief requests) and our review is nearly complete.

One aspect of the 1990-1999 IST program involves the SI Accumulator Discharge Check Valves (842 A 8 8 and 867 A 8 8) which are the subject of relief requests VR-8 and VR-9, as amended (Reference 2

It is the staff 's understanding that these valves were disassembled and inspected during the 1989 refueling outage and that no abnormalities were identified.

The staff further understands that RG&E plans no disassembly of these valves during the current outage and the only test of these valves will be the leak test required by T.S. 4.3.3.1.

Your actions regarding these valves for the current outage are acceptable.

ol The NRC is currently in the process of reviewing the basis for the relief requests associated with the complete IST 1990-1999 Interval Program.

Pending completion of the staff's review of the 1990-1999 program and associated relief

requests, an interim approval of the program is granted for the current and follow-on quarters.
