NRC report of routine safety inspection of the

R.

E. Ginna Nuclear

Power Plant from December

12,

1989 through January

8,

1989.

At the conclusion of the inspection,

Messrs.

C. Marschall

and

N. Perry of my

staff summarized

inspection findings with Mr. S.

Spector

and other members of

your staff.

The enclosed

report also documents

the February 7,

1990 management

meeting

between

the

NRC and the Rochester

Gas

and Electric Corporation

(RGIEE)

in King of Prussia,

Pennsylvania.

As set forth in the enclosed

Notice of Violation,

RG5E corporate

engineering

personnel

failed to promptly identify a safety injection system design defi-

ciency for prompt correction.

This violation involved ineffective communica-

tion (between

corporate

and site personnel),

which was also identified as

a

weakness

in NRC Systematic

Assessment

of Licensee

Performance

(SALP) Report

87-99.

In addition,

on December

15,

1989, safety injection system motor-

operated

valve maintenance

was performed with an inappropriate

torque specifi-

cation.

The associated

failure of several

levels of assuring cuality indicates

a weakness

in the control of safety-related

maintenance.

You are required to

respond to these violations as specified in Appendix A.

In your reply, please

specifically address

the repetitive nature of ineffective communications,

per-

manent corrective action for the safety injection system design deficiency,

and

programmatic

maintenance

considerations.
