INSPECTION NO ~ 50-244/89-80

During the period of September,

25 through October 4,

1989, the

NRC conducted

an announced

team inspection of the emergency

procedures

used by the operators

at the Ginna Nuclear Power

Station.

At the conclusion of the inspection,

the preliminary findings

were discussed

with those

members of your staff identified in'he

enclosed report.

Within the context of this report, the term

emergency

procedures

includes

the'Emergency

Operating Procedures

(EOPs),

Abnormal Procedures

(APs), Zcpxipment Restoration.

Procedures

(ERs),

and all referenced

procedures.

The overall assessment,

by the inspection

team, is that the

emergency

procedures

at Ginna Station, with minor modifications

as indicated in the enclosed report,

are an example of a well

designed

program that has been properly implemented.

The

procedures

were well written and the operators

were able to

utilize the procedures

during the simulator observations.

Attachment

5 to the enclosed

inspection report summarizes

the

weaknesses

identified relative to the emergency procedures.

You

are requested

to respond to the identified weaknesses

within

sixty days of receipt of this letter.

The response

requested

by this letter is not subject to the

clearance

procedures

of the Office of Management

and Budget as

required by the Paperwork Reduction Act of 1980,

PL 96-511.

In accordance

with 10CFR2.790 of the Commissionis regulations,

a

copy of this letter and its enclosure will be placed in the

NRC

Public'Document

Room.
