This refers to the routine safety inspection
conducted
on November
7 through
December ll, 1989, at the
R.
E.
Ginna Nuclear
Power Plant
by members of the
NRC
Region I staff.
Results of the inspection
are
documented
in the enclosed re-
port.
At the conclusion of the inspection,
Messrs.
C. Marschall
and
N. Perry
of my staff summarized
inspection findings with Mr. S. Spector
and other
mem-
bers of your staff.
It appears
that one of your activities was not conducted
in full compliance
,with
NRC requirements
as set forth in the, Notice of Violation, Appendix A, en-
closed herein.
On November
17,
1989,
the
1B subcooling monitor was left in-
for approximately
one hour after being declared
when opera-
tions and instrument
and controls personnel
failed to follow procedures.
Al-
though this error was identified by your staff, the
NRC has decided to issue
the enclosed
Notice because
of the
need for increased
management
attention
due
to the repetitive nature of problems associated
with system alignments
and in-
dependent verification thereof.
A similar concern
was also brought to your
attention in
NRC Report
No. 50-244/89-15,
dated
December 8,
1989.
In your re-
sponse,
please
address
the repetitive nature of this concern.
You are. required
to respond to this item as specified in the enclosed
(Appendix A).
