Dear Mr. Mecredy,
This letter is in response to your letter, dated December 15,
- 1989, informing the NRC that seismic upgrade modifications, including actions to complete Bulletins 79-02 and 79-14 activities at the Ginna plant, will not be completed by the end of 1989 as previously indicated.
As stated in a telephone discussion between Mr. J. Carrasco of my staff and Mr. George Wrobel on'December 28,
- 1989, we recognize the need for additional time to complete the subject work.
Based on that conversation and your December 15 letter, we understand that this work will be completed by the end of February 1990 or no later than the end of the refueling outage schedule to begin in April 1990. 4 We recognize that the interim criteria for operability under Bulletins 79-02 and 79-14 have been satisfied, but as indicated in our July 26, 1989, letter to you on this same subject, we consider 10 years an excessively long time to complete these bulletin activities. It would also appear that you would know of a two month slip in schedule earlier than two weeks before the committed date. We believe this issue is a good example'of the need to agree upon an integrated schedule for prioritizing and accomplishing work at the Ginna facility. Mr. Jacque Durr of my staff discussed-this subject with R. Smith of your organiza-tion at the December 8, 1989, exit meeting for the safety system functional inspection conducted by the NRC at the Ginna plant. This integrated schedule will be the subject of a meeting to be scheduled with you and your staff sometime in late February. r Your cooperation with us i's appreciated.
