1987 at the

E. Ginna
Nuclear
Power Plant of activities authorized
by
NRC License
No.
DPR-18 and to
the discussions
of our findings by Mr. Polich with Messrs.
S.
M. Spector,
T.
A. Meyer and other members of your staff periodically during the inspection.
Areas examined during this inspection
are described
in the
NRC Region I
Inspection
Report which is enclosed with this letter.
Based
on the results of this inspection, it appears
that two of your activities
were not conducted
in full compliance with NRC requirements,
as set forth in
the Notice of Violation, enclosed
herewith
as Appendix A.
Your response to
this notice is to be submitted in accordance
with the provisions of 10 CFR 2.201
as stated
in Appendix A, Notice of Violation.
In addition, your attention is directed to the
comments
in Paragraph
8 of the
enclosed
Inspection
Report regarding our evaluation of the licensed operator
requalification program.
Overall,
program implementation
was determined to be
adequate,
but
a finding regarding
the use of a large percentage
of questions
from previously administered
examin'ations
should
be reviewed for appropriate
corrective action.
The response
directed
by this letter and the accompanying
Notice is not
subject to clearance
procedures of'he Office of Management
and Budget
as
required
by the Paperwork Reduction Act of 1980,
PL96-511.
