- 1986, from Roger W. Kober to T. E. Murley transmitting Revision 12 of the Ginna Station Quality Assurance Program Description (QAPD) per 10 CFR 50.54.
Dear Mr. Kober:
We have received the referenced letter transmitting Revision 12 of the Ginna Station Quality Assurance Program Description (QAPD).
An initial review by the NRC Region I staff identified a
need for further clarifications which were discussed with your QA Manager, Charles Anderson via telephone on January 16, 1987.
Mr. Anderson provided the following clarifications and stated that these clarifications will be incorporated in the next revision of the QAPD.
(a)
"Engineering",
as referenced in the 'QAPD, relates to the office of the Chief Engineer.
All engineering
- policy, program,
- design,
- construction, modification and other such quality Controlled documents are available with his office; (b)
Test
,control will be the responsibility of one of the two
- superintendents at the Ginna site.
(c)
The "Electric System Operating Rules" are contained in the station holding rules, referenced in Table 1-1.
(d)
The Stop Work authority of the QA manager and his interface with the Nuclear Assurance Manager in this regard will be established.
Based on the initial review and the above clarifications, the staff determined that these program changes are acceptable as they do not reduce the commitments of your previously approved Quality Assurance Program Description.
The effectiveness of your QA Program implementation will continue to be the subject of routine regional inspections.
