RG&E November 7, 1979 letter regarding inadvertent safety injection during surveillance testing at Ginna R. E. Ginna Nuclear Power Plant, Unit No.

1 Docket No. 50-244

Dear Mr. Crutchfield:

In accordance with your request in your letter dated February 5, 1981 regarding the above stated subject, the following is submitted.

The November 7, 1979 letter to Mr. Dennis L. Ziemann, Chief, Operating Reactors Branch No. 1, from Mr. Leon D. White, Jr. stated in part "Surveillance and calibration procedures now require notification not only to the on-duty Shift Foreman, but also to the Head Control Operator at the start and upon completion of the tests.

Certain surveillance procedures require the test personnel to be relieved of all simultaneous responsibilities relative to normal duties and routine operations while performing the test.

Their responsibilities will be covered by other on-site personnel.

Other surveillance procedures prohibit the performance of other activities related to maintenance or testing which may distract control room personnel involved in the performance of the test."

The procedures involving reactor protection systems require that "operations personnel" in the control room be notified rather than the specific job title of "Head Control Cperator" as well as the "Shift Foreman" now titled "Shift Supervisor."

This-method is equivalent to the method specified in the subject letter and in no way causes a reduction in the degree of safe administrative practice.
