Dear Mr. Crutchfield:
This letter is in response to your assessment of SEP Topic V-5, transmitted by letter dated March 10, 1981.
We find this assessment to be factually correct, and concur with the NRC that the R.
E. Ginna Reactor Coolant Pressure Boundary Leak Detection System meets the guidance provided in Regulatory Guide 1.45.
We do, however, question the inclusion of item 11 in Table 1, since it is not required by Regulatory Guide 1.45.
We note that this topic assessment.
does not include any references which specifically denote the bases for compliance with current criteria.
Since the SEP topic assessments are to be used to establish a regulatory compliance documentation trail, the inclusion of such references is considered vital.
These should be included in the final assessment of this topic.
