Revision 7 was submitted by letter notorized November 14, 1980 (transmitted by letter dated November 21, 1980).
Our review included an evaluation of the changes to Revision 6, whi ch we had previously found acceptable.
Among other things, we are concerned about the advisability of the transfer of responsibilities of the Melding and NDE Engineer from the gA Group to the General Maintenance Group.
We have addressed our concerns in the enclosure to this letter and request that you respond within 60 days of receipt of this letter.

GINNA NUCLEAR POWER PLANT DOCKET NO. 50-244 RE VEST FOR ADDITIONAL INFORMATION 260. 0 QUALITY ASSURANCE( BRANCH 260.1 260. 2 260. 3 Transferring the responsibilities of the Welding and NDE Engineer from the Quality Assurance Group to the General Maintenance Group appears to run counter to the requirements of Appendix B to 10 CFR Part 50 that per-sonnel performing quality assurance activities have sufficient indepen-dence from cost and schedule when opposed to safety considerations.
The TMI-2 accident reflects the need for stronger quality assurance pro-grams in the nuclear industry such that one recommendation of the Presi-dent's Commission was that "Particular attention should be given to...
quality assurance programs...."
In light of the above, we view your organizational change as a weakening of the necessary independence of the QA personnel from those personnel performing maintenance functions.
Therefore, it is reouested that you revert to the former organizational arrangement, justify the arrangement given in Revision 7, or provide an al ternati ve arrangement for our evaluati on.
Revision 7 deleted Figure IV.2-2, "Rochester Gas 8 Electric Corporation Quality Assurance Organization,"
from the QA prooram description.
Pro-vide a figure which shows the organization under Rochester Gas
& Electric Corporati on' Manager Quality Assurance and describe the QA responsibi1 ities of each organizational element on the chart, or justify not doing so.
