The Commission'as issued the =enclosed Amendment, No.. 47 to Provisional Operating License No.

DPR-18 for the R.

E. Ginna Nuclear Power Plant.

This amendment responds to your application submitted by letter dated December ll, 1981.

Your application was in response to our letter dated July 15, 1981 from D.

M. Crutchfield to J.

E. Maier, that for-warded our Safety Evaluation Report and its supporting Technical

.Evaluation Report that completed the review of TMI Action Plan Item II.E.4.2(5), Minimum Containment Pressure

Setpoint, for the R.

E. Ginna

, Nuclear Power Plant.

It further requested that an application to change the 'containment pressure setpoint Technical Specification be submitted.

He. have reviewed your proposed specification to reduce 'the containment setpoint from 5 psig to 4 psig and have determined that it is consis-.

tent with our.Safety Evaluation Report'of July 15, 1981 and is therefore acceptable.

The arne'ndment does not authorize a 'change in efflue'nt types or total amounts nor an increase in power level, and will not result in any significant environmental impact.

Having made this determination, we have further concluded that. the amendment involves an action which is insignificant from the standpo'int of environmental

.impact and pursuant to 10 CFR 551.'5(d)(4) that'n environmental impact statement, or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of the amendment.

Mr; John.Maier January 13, 1982 The amendment does'not involve significant new safety information of a type not con'sidered by a previous Commission safety review of the faci.l.ity. It does not involve a significant increase in the probability or consequences of an accident, does not involve a. s'i.gnificant decrease in a safety margin, and, therefore, does not involve a 'significant hazards consideration.

.We have also concluded that there is reasonable

. assurance that the health and safety of the public will not be endangered by this action and that the issuance of this amendment'ill not be inimi.cal to the common defense and security or to the health and safety of the public.

A copy of the Notice of Issuance is also enclosed.
