Dear Mr. Crutchfield:
In our letter dated April 23,
- 1982, we committed to complete installation of a Post Accident Sampling System (PASS) by September 1,
1982 in response to TMI Item II.B.3.
Installation was in progress at that time under the direction of our contractor with completion anticipated by the September 1 date.
Equipment necessary for installation of the PASS is on site and the installation is now approximately one-half complete.
On June 2, contractor-employed labor personnel initiated an economic strike against the contractor.
While we cannot estimate the duration of this strike, and although we have not completed our evaluation of the potential impact on the September 1 completion date, it appears likely that we will be unable to meet our September 1,
1982 target.
We will be completing our evaluation in the near future and will provide additional details concerning the PASS schedule at that time.
Interim sampling provisions as described in our December 28, 1979 letter remain in place.
The interim provisions include revised procedures, sample shields and transporting equipment
- and, along with additional recently installed permanent shielding, assure that samples can be taken and analyzed under post accident conditions.
