SEPB HConr ad By letter dated April 20, 1983, you requested NRC staff review and approval of the tubesheet sleeve installation method as an accept-able sleeve repair technique in accordance with the present Inservice Inspection (ISI) program.

A revision to your ISI program which de-leted the limitation of 25 sleeves per steam generation inspection was approved in our letter of April 1, 1983.

Ile have completed our evaluation of your request and its supporting analysis.

Based on our evaluation, we have concluded that tubesheet sleeving of no more than 30 tubes is acceptable.

However, additional tubesheet sleeving shall not be performed until Rochester Gas and Electric Corporation has demonstrated, to the staff's satisfaction, the effectiveness of its inspection techniques.

Our review is documented in the enclosed Safety Evaluation.
