I'n your letter of February 10,- 1903, you informed us oi'our intention to install a containment closure. device to provide a containment isolation barrier during refueling activities.

The staff has. reviewed both the circumstances under which the. closure device is to be used as well tile SO.S9 evaluation performed by tile RG&E staff.
As a result of the evaluation and the time lapse between reactor shutdown and the application of the closure device, the NRC staff concludes that there is no undue risk to the health and safety of the public.
