Dear Mr. Crutchfield:

In a letter dated March,16,

1983, RGGE stated that a report describing the fracture mechanics evaluations for the pressurizer surge line and the "A" accumulator line would be submitted by mid-April, 1983.

Enclosed are two (2) copies of the report "Fracture Mechanics Evaluation of High Energy Piping Lines at the R.

E.

Ginna Nuclear Power Plant".

This report supports RG&E's previously described conclusions that "leak-before-break" does apply to these lines and that the leak detection systems already in place at Ginna are adequate from these lines.
