Based on recent findings by our Regional safeguards inspection staff and a

review of the GINNA Security Plan, we have determined that a portion of your plan requires revision.

Accordingly, it is requested that'the plan be amended to incorporate the specific commitments discussed in the enclosure.

Your proposed change to the security plan should be submitted for review within 30 days of the receipt of this letter.

The enclosure to this letter contains Safeguards Information of a type specified in 10 CFR 73.21 and is, therefore, being withheld from public disclosure.

The reporting and/or recordkeeping requirements contained in this letter

'ffect fewer than ten respondents; therefore, OMB clearance is not required under P.L.

96-'511.
