REQUEST FOR WITHHOLDING FROM PUBLIC DISCQOSURE R. E. Ginna Plant - UNDERVOLTAGE PROTECTION By letter dated July 31, 1979 (transmitted by letter dated August 3, 1979 from LeBoeuf, Lamb, Leiby & flacRae) you provided information in response to our letter dated July 12, 1979 pertaining to the above subject.

You requested that the accompaning documents, Figure 1, "A Single Line Diagram Train A for Existing Undervoltage System,"

and Enclsoure A, "The Ongoing Evaluation of'afety System Integrity"be withheld from public disclosure.

An affadivit by your hr. L. D. White, Jr. dated September 27, 1979 supports the Hithholding r equest.

Rochester Gas and Electric Corporation (RG&E) maintains in IIr. White's affidavit that the documents reflect a.methodology which was developed to permit a quantitative ongoing review and assessment of'safety system integrity.

Nr. White also st'ates that (1) this methodology represents a

unique design approach that is not utilized by others; (2) it contains trade secrets held in confidence by RG&E as its owner; and {3) it is not available in public sources.

IIr. White also states that public disclosure of this information could cause substantial harm to the competitive p,osition of RG&E in that it has high commercial value developed with substantial expenditures of effort and money by RG&E.

Thus, use of the methodology could damage RG&E's compe'titive position in providing services.

We have reviewed the subject information and affidavit based on.the requirements and criteria of 10 CFR 2.790 and have determined that Figure 1

and Enclosure A contain proprietary coamercial information.

Accordingly, we have determined that the applicable information should be withheld from public disclosure.

t<e, therefore, approve the request for withholding pursuant to Section 2.790 of 10 CFR Part 2 and are withholding from public inspection as proprietary Figure 1 and Enclosure A transmitted by your letter dated July 31, 1979 (L. llhite to D. Ziemann).

Withholding from public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the documents.

If the basis for withholding this information from public inspection should..change in the future such that the information could then be made available for public inspection, you should promptly notify the NRC.
