Enclosed is a "Notice of Consideration of Issuance of Amendment to Provisional Operating License and Proposed No Significant Hazards Consideration Determination and Opportunity for Hearing," which is being forwarded to the Office of the Federal Register for publication.

This notice relates to your request for amendment dated December 20,

1983, which proposed Technical Specification changes that would permit a

planned fuel design change from Exxon Nuclear Company (ENC) fuel to the Westinghouse 14X14 9-grid Optimized Fuel Assembly (OFA) fuel with core loadings ranging from approximately a

15K OFA and 85K ENC fueled core to a core fueled entirely with OFA.
