EXEMPTION REQUEST - SHIFT STAFFING REQUIREMENTS Re:

Ginna Nuclear Power Plant By letter dated February 10, 1984, you requested two e'xemptions from 10 CFR 50.54(m)(2).

Relief was requested from the requirement for two Senior Reactor Operators (SROs) on shift during plant conditions other than cold or refueling shutdown.

Relief was also requested from the requirement that one SRO be in the control room at all times when the plant is in a condition other than cold or refueling shutdown.

The exemption requests were initiated after NRC Region I programmatic reviews of the RGSE operator requalification program.

However, as a result of sub-sequent discussions and agreement with your staff and the staff at Region I, you have agreed that we should not act on those exemption requests.

We understand that discussions are ongoing between RGSE and Region I regarding the operator requalification program and that certain actions will be undertaken.

Included will be a requalification examination prepared by Westinghouse which was administered on February 17,

1983, an interim expanded training program, and a restructuring of the requalification program to include specific intermediate administrative milestones.

Many of the program changes will be put in place during the refueling outage due to begin about March 3, 1984.

Following an evaluation of the modified operator requalification program by RG8E and Region I, we will then consider a request for an exemption(s) should it be proposed.
