E. Ginna Nuclear Power Plant Your letter of March 19, 1984 requested permission to dispose of low level waste material into a non-regulated waste disposal facility.

The material

'ill be discarded roofing material consisting of small stones, tar, and.

plywood pieces.

Your letter of August 10, 1984 provided additional information regarding the radioactivity levels of the material.

The staff has completed its review and has concluded that using the methods described in your submittals, disposal in a landfill holding a valid permit from the State of New York is acceptable.

The staff recommends,

however, that:

(I) Each shipment of waste to the landfill be surveyed prior to shipment to avoid shipping concentrations of radioactivity substantially greater than those indicated by the sample analyses provided in your submittals and; (2) If salvage operations are permitted at the landfill, waste materials (e.g.,

plywood) shall be made unattractive for salvage.

The staff's Evaluation is enclosed.

Pursuant.- to 10 CFR Part 150, the NRC has delegated the authority to regulate byproduct material in the State of New York to the Department of Health Services, New York State Energy Office, Bureau of Nuclear Operations and Department of Environmental Conservation',

Bureau of Energy and Radiation.
