UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, O. C. 20555 August 28, 1984 Docket No. 50-244 LS05-84-08-044 Mr. Roger M. Kober, Vice President Electric and Steam Production Rochester Gas

& Electric Corporation 89, East Avenue Rochester, New York 14649 Re:

Dear Mr. Kober:

SUBJECT:

COMPUTER SIMULATION OF TME GINNA STEAM GENERATOR TUBE RUPTURE (SGTR)

EVENT~"Pg~

/w R.

E. Ginna Nucleai Power Plant Followiog the January 25, 1982 SGTR event, the staff committed to perform a thermal hydraulic analysis of the event.

liith the cooperation of members of your staff and the staff at

INPO, we obtained' recently released version of the RETRAN computer program (RETRAN02/MOD03) for the analysis.

The computer simulation was performed by our contractor, Argonne National Laboratory (ANL).

Analysis of the computer, simulation of the SGTR showed that a reasonable match was obtained between calculations and the measured data from the actual event.

In addition, three parametric runs were performed which included variations on operator actions and further equipment failure.

Results of the parametric calculations demonstrated:

that opportune timing in conforming to recent operator guidelines would prevent filling the disrupted steam generator solid and alleviate concerns about loading questions; that additional failures occurring in the PORV line downstream of the PORV would not necessarily lead to significant core damage; and that sufficient thermal margin exists against pressurized thermal shock conditions even if there was a further continuation of safety injection flow.

Furthermore, the parametrics have contributed to the understanding of the thermal hydraulic phenomena that occurred during the actual sequence of events during the Ginna SGTR incident.
