Proposed Technical Specification Safety Related Snubbers R. E. Ginna Nuclear Power Plant Docket No. 50-244
Dear Mr. Paulson:
The NRC is currently reviewing two proposed Technical Specifications regarding safety related shock suppressors, which were submitted on November 24, 1981 and August 1, 1983.
Both were the result of modifications to plant piping systems, principally our piping seismic upgrade program.
The former submittal proposed that the listing of safety related hydraulic snubbers be included in the Inservice Inspection Program and, in response to an NRC
The latter further updated the list of hydraulic snubbers in the Technical Specifications.
As a result of additional piping changes resulting from our seismic upgrade
- program, the list of hydraulic snubbers must again be revised.
The enclosed list itemizes the currently installed safety related hydraulic snubbers.
As suggested on NRC Generic Letter 84-13, this list is being provided in the format of our 1981 submittal as proposed Inservice Inspection Program page changes.
We request that review of our 1981 submittal use the enclosed up-to-date list of hydraulic snubbers.
Should action be taken on our 1983 submittal first, the enclosed list, in the appropriate format, should be used.
Revisions on the list of safety related snubbers from that currently reflected in our Technical Specifications, and repeating the changes requested in our 1983 submittal, are as follows:
Three hydraulic snubbers have been redesignated, for consistency with the identification system in seismic
- upgrade, and nine hydraulic snubbers have been removed from service and replaced with mechanical snubbers.

The Technical Specification table is being clarified in that. snubbers AFW-25 to 29, 31, 10 and 13 are on the standby auxiliary feedwater lines to the "A" or "B" feedwater, not on the "A" or "B" auxiliary feedwater.
RGSE previously submitted a proposed Technical Specification to incorporate requirements for mechanical snubbers.
An up-to-date listing of mechanical snubbers can be submitted when NRC review is nearing completion.
Submittal at this time would not be fruitful since mechanical snubbers continue to be added.
