other members of your staff periodically during the inspection.

Areas examined during this inspection

are described

in the

NRC Region I

Inspection

Report which is enclosed with this letter.

Within these

areas,

the inspection

consisted of selective

examinations

of procedures

and

representative

records,

interviews with personnel

and observations

by the

inspector.

Based

on the results of this inspection, it appears

that one of your

activities was not conducted

in full compliance with NRC requirements,

as set

forth in the Notice of Violation, enclosed

herewith

as Appendix A.

Specifically,

on December

3,

1985,

a station technician installed

a

new

chlorine monitor in the discharge

canal

sample line and unknowingly isolated

sample line flow to the radiological effluent composite

sampler.

The

inspector determined that this maintenance activity was performed without

appropriate

maintenance

controls or proper preplanning,

review and approval.

A similar event indicating insufficient planning

and managerial

controls

was

brought to your attention in Inspection

Report

No. 50-244/85-10.

This

violation indicates

an apparent

weakness

in the control of non-scheduled

maintenance

related activities.

This violation has

been catagorized

by severity level in accordance

with the

revised

NRC Enforcement Policy ( 10 CFR 2, Appendix C) 1985.

You are required

to respond to this letter and in preparing your response,

you should follow

the instructions

in Appendix A.
