This refers to the evaluation

we conducted

on February

25,

1985 to evaluate

the

performance of activities associated

with the R.E.

Ginna Nuclear

Power Plant.

This report was discussed

in a meeting held

on March 18,

1985 at your corporate

offices in Rochester,

New York. Your written comments relative to our report

have

been

reviewed

and are enclosed.

Some

changes

have

been

made in the

SALP

report to reflect the additional information provided

and these

are noted in

the enclos'ed report.

Our overall

assessment

of your facility operation

concludes that there is

effective management

attention,

oriented toward nuclear safety in all func-

tional areas

previously evaluated.

Mhile it is noteworthy that there

was

improvement in two previously evaluated

functional areas, it must also

be noted

that there is

a need for improved management

support in the newly added Quality

Assurance/Quality

Control functional area.

Me acknowledge your comment

on section

IV.B, Radiological Controls, noting that

the exposure

trend

has

been significantly reduced

over the last five years.

We

have revised the text of the analysis

accordingly.

However, it appears

that

this dose reduction

has

been largely due to site staff implementation efforts

as

opposed to an effective written corporate

ALARA program

and planning effort.

Thus,

our conclusion

and recommendations

in this area

remain

unchanged.

Similarly, we have revised

our discussion

of the two examples

in the Quality

Assurance/Quality

Control

(QA/QC) section

IV.J on which you commented to

provide clarification and appropriate

emphasis.

While we agree that they

may

have

been

somewhat overstated,

we maintain that your audit program should

include

a review of Nonconformance

Reports to assure

proper disposition

and

identification of those requiring escalation.

The examples identified in

paragraph

4.4.2 of Inspection

Report SO-244/84-13

could certainly have affected

nuclear safety

had they been

improperly dispositioned

even though they were not

classified

as significant. Again, regardless

of the changes

to the text of the

assessment,

no change

in the category or recommendations

for the

QA/QC section

is warranted.
