E. Ginna Nuclear Power Plant The enclosed Safety Evaluation addresses the environmental qualification of electric equipment important to safety for Ginna for compliance with the requirements of 10 CFR 50.49, your proposed resolutions for the deficiencies identified in the SE dated December 13, 1982 and the May 28, 1982 Franklin Research Center Technical Evaluation Report enclosed with it, and the lack of a need for a justification for continued operation.
On April 17,
- 1984, a meeting was held with the Rochester Gas and Electric Corporation to discuss your proposed method of resolution for each of the environmental qualification deficiencies identified.
Discussions also included Rochester Gas and Electric's general methodology for compliance with 10 CFR 50.49, "Environmental gualification of Electric Equipment Important to Safety for Nuclear Power Plants," which became effective February 22,
- 1983, and iustification for continued oper ation (JCO) for those equipment items for which environmental qualification is not yet completed.
You provided submittals, by letters dated May 29 and August 30, 1984, addressing the above subjects documenting the discussions held at the meeting.
On November 30,
- 1984, by telecon, Rochester Gas and Electric Corporation stated that all installed equipment within the scope of 10 CFR 50.49 is environmentally qualified and thus, there is no need for JCOs at this time.
This was followed by a submittal dated January 24, 1985 stating the same.
In addition, contained in your submittal of January 31, 1984, you presented that your evaluation of Regulatory Guide 1.97 is being conducted separate from the Environmental gualification Program, and as such, the staff review for Regulatory Guide 1.97 conformance may result in you being required to include additional equipment in the Environmental gualification Program.

Mr. Roger W. Kober February 28, 1985 Based on discussions during the meeting and the results of our review of your May 29 and August 30, 1984 submittals and your January 24, 1985 submittal, we have concluded that Rochester Gas and Electric's Equipment gualification Program is in compliance with the requirements of 10 CFR 50.49, that the proposed resolution for each of the environmental qualification deficiencies identified for Ginna is acceptable, and that continued operation of Ginna will not present undue risk to the public health and safety.
