Appendix_K_will not generate*- sufficient hydrogen to create.a flammable mixture in the primary contaimiient.

In the* unlikely event of a LOCA, the standby gas treatment system is avail:able.* to purge the containment in order to maintain the atmospheric concentration of hydrogen below the flanunability threshhold.

While special Report ~~ demonstrates that the nitrogen environment is not necessary for plant safety, the presence of the nitrogen environment inhibits the.ability of Operations Department to examine the primary plant in order to quantify operational problems.

Of greater significance is the personnel hazard associated with entering a containment which has been inerted.

The personnel hazard is the most compelling reason for an expeditiou~ el~qation of the inerting requirement.
