This refers to the routine safety inspection conducted by Mr. J. A. Grobe

of this office on April 2, 3, 6, 7, 9 and 10, 1981, of activities at Dresden

Nuclear Power Station, Units 2 and 3, authorized by NRC Operating Licenses

No. DPR-19 and No. DPR-25 and to the discussion of our findings with

Mr. D. J. Scott at the conclusion of the inspection, and to a subsequent

telephone discussion of our findings on May 27, 1981 between

Mr. R. L. Spessard of this office and Mr. J. S. Abel of your staff.

The enclosed copy of our inspection report identifies areas examined

during the inspection.

Within these areas, the inspection consisted of

a selective examination of procedures and representative records,

observations, and interviews with personnel.

During this inspection, certain of your activities appeared to be in non-

compliance with NRC requirements, as specified in the enclosed Appendix A:

A written response, submitted under oath or affirmation, is required.

We

are very concerned about Item 4, in that critical fire protection equipment

was made inoperable and then this condition went undetected for approximately

one year until identified by a QA audit.

We request that you give special

attention to your response to this matter to ensure that the causal factors

are clearly identified and that positive corrective actions are taken to

avoid repetition of this significant matter.

Further, your corrective

actions should address those management actions which will be taken to

prevent recurrence of overlooking technical specification surveillance

requirements for critical fire protection systems, in view of the seven

(7) other occurrences of missed surveillances involving fire protection

equipment that we.re identified by your QA audit program during the twelve

(12) months preceding this inspection, as documented in paragraphs 2

and 3 of the enclosed report.

In addition to your response to the items in Appendix A, please provide

an implementation schedule for fire brigade annual hands-on fire fighting

practice sessions for 1981.

Two unresolved items resulting from this inspection concerning fire fight-

ing strategies or pre-plans and fire drills will be resolved pending IE

Headquarters action on similar items identified at Quad-Cities Nuclear

Power Station.

No action by you is presently required in these areas.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be

placed in the NRC's Public Document Room.

If the enclosures contain any

information that you or your contractors believe to be exempt from dis-

closure under 10 CFR 9.S(a)(4), it is necessary that you (a) notify this

office by telephone within seven (7) days from the date of this letter

of your intention to file a request for withholding; and (b) submit

within twenty-five (25) days from the date of this letter a written

application to this office to withhold such information.

Section

2.790(b)(l) requires that any such application must be accompanied by

an affidavit executed by the owner of the information which identifies

the document or part sought to be withheld, and which contains a full

statement of the reasons on the basis which it is claimed that the

information should be withheld from public disclosure.

This section

further requires the statement to address with specificity the consid-

erations listed in 10 CFR 2.790(b)(4).

The information sought to be

withheld shall be incorporated as far as possible into a separate part

of the affidavit. If we do not hear from you in this regard within the

specified periods noted above, a copy of this letter, the enclosures,

and your response to this letter will be placed in the Public' Document

Room.
