Snow Superintendent Nuclear Production 49 East Avenue Rochester, New York 14649 Gentlemen: Subject: Systematic Assess'ment of Licensee Performance (SALP) Report No. 50-244/86-99 This letter transmits the final SALP Report for the R. E. Ginna Nuclear Power Plant. We conclude that overall your facility is*operated in a safe manner. The effec- tiveness of your working level staff and first line supervisors is reflected in the good operating record and performance exhibited during the SALP period. How- ever, the recommendations made by the previous SALP Board continue to be deficien- cies in this SALP period. We are concerned that gA and gC organizations are not effectively utilized as management tools and the operations-engineering interface does not always result in timely problem resolution. We will monitor your process and progress in this area as well as the others identified in the SALP Report. Thank you for your letter dated April 21, 1988 wherein you presented a detailed 'response to the SALP Report for the period June 1, 1986 through November 30, 1987 as a followup to our March 23, 1988 meeting. We appreciate the efforts you are making to address our concerns and will monitor the implementation of your initi- atives. Your response was reviewed and changes were made where appropriate., The amended SALP Report and your response are enclosed and will be placed in the Public Document Room. In summary, we felt the report, our meeting, and your response letter resulted in a constructive assessment of the performance at the Ginna Nuclear Power Plant. Your cooperation is appreciated. An ALARA checklist for engineer- ing modification was under de- velopment for the past several years but was not issued until September 1987.
