Docket No. 50-244 Rochester Gas and Electric Corporation ATTN:

Nr. Roger W. Kober Yice President - Electric and Steam Production 49 East Avenue Rochester, New York 14649

Dear Hr. Kober:

Subject:

10 CFR 50.54 guality Assurance Program Description Review for Ginna Station

Reference:

Letter dated December 23,

1987, from Roger W.

Kober to Carl Stahle transmitting Revision 13 of the Ginna Station guality Assurance Program Description (gAPD)

Letter dated February 22,

1988, from Bruce A.

Snow to Carl Stahle transmitting corrections to Revision 13 of equality Assurance Program Description for Ginna Station We have received the referenced letter of December 23,

1987, transmitting Revision 13 of the Ginna Station guality Assurance Program Description (gAPD).

An initial review by the Region I staff identified a need for clarifications on pages 5

and 53.

These clarifications concerned the assignment of management responsibility for proper implementation of quality assurance program require-ments and the correction of the Ginna Station organization (Figure 2-3) to reflect a second Senior Reacto~

Operator on shift when RCS average temperature was greater than 200'F.

Your staff addressed these concerns in the referenced submittal of February 22,

1988, which forwarded corrected versions of pages 5

and 53 of your gAPD.

Based on the initial review of Revision 13 of your gAPD and your subsequent clarification and correction of pages 5

and 53, the Region I staff determined that these program changes are acceptable as they do not reduce the commitments of your previously approved gAPD.

The effectiveness of~you'r" gA program implementation will continue to be the subject of routine reg1onal inspections.

If you have any questions concerning the

above, please call L. J. Prividy on 215/337-5140.'incerely, pRIQINAL +IQ, D B(
