During the period August 8 through September ll, 1988,
members of NRC Region I
staff conducted
routine safety inspections
at your facility.
Results of the in-
spection
are documented
in the enclosed
report.
At the conclusion of the inspec-
tion period Messrs.
C. Marschall
and
N. Perry of my staff summarized
inspection
findings with Mr. S. Spector
and other
members of your staff.

Based
on results of this inspection, it appears
that several
examples of your sur-
veillancee
activities were not in full compliance with NRC regulations,
as set forth
in the Notice of Violation, Appendix A of this reports
In your response,
you
should follow the instructions in Appendix A. It appears
that the root cause of
these
procedure
nonadherences
was inadequate
over sight to insure
maximum effective-
ness of plant managers,
Shift Supervisors
and maintenance
personnel
in complying
with facility procedures
to implement Technical Specification requirements.
Your
response
to the Notice of Violation should address
this concern in considerable
detail.
In accordance
with 10 CFR 2.790,
a copy of this letter and enclosures will be
placed in the
NRC Public Document
Room.
The response
directed
by this letter and the accompanying
Notice is not subject
to clearance
procedures
of the Office of Management
and Budget as required
by the
Paperwork Reduction Act of 1980,
PL 96-511.
