Dear Dr. Mecredy:

SUBJECT:

INTEPRETATION OF 10CFR55.53 FOR GINNA In response to your letter of 3/29/88, guidance provided in NUREG-1262 does allow for the activation of the fuel handling responsibilities of an unrestricted SRO license by standing one shift under instruction.

We, therefore, have no objections to allow inactive SRO personnel (not just SRO's limited to fuel handling) to perform the eight hour shift requirement and then be fully qualified to perform only refueling activities.

However, in order for a licensee to implement such a change a formal request must be made to appropriately modify the individual's operator license pursuant to CFR1055.61(a) so that the requirements can be revised.

Additionally, action should be taken to modify any other licenses, if necessary, to bring them into compliance with 10CFR55.53(f).

We suggest that you submit your request to the Region I Administrator for review and appropriate licensing revisions.
