SUBJECT'MERGENCY RESPONSE CAPABILITY- CONFORMANCE TO
REGULATORY GUIDE 1.97, REVISION 3, INSPECTION
REPORT NO. 50-244/93-09
Enclosed is the report of the announced
inspection conducted by Mr. R. Paolino of this
office on April26-30, 1993, of activities at the Ginna Nuclear Power Plant.
These activities
are authorized by the NRC Operating License No. DPR-18.
Discussion of our findings were
held by Mr. Paolino with Mr. P. Wilkens and other members of your staff at the conclusion
of the inspection.
Specific areas important to nuclear safety examined during this inspection included your
conformance with the guidance of Regulatory Guide 1.97, Revision 3, and those exceptions
to and deviations from the Regulatory Guide that were reviewed and approved by the NRC in
a Safety Evaluation Report (SER) dated February 24, 1993.
The subject of post-accident
neutron flux monitoring sti)1 under review by the NRC was not included in this inspection.
Licensee commitments, addressed
in sections 3.3.3; 3.3.10 and 3.3.40 of the SER, include;
1) adding a redundant wide range residual heat removal flow channel (0-4000 gpm); 2)
adding recording capability for the two qualified reactor coolant system cold leg water
temperature channels;
and 3) developing and documenting a method that willensure that
operators are aware that in those instances where multiple instrument channels have different
qualification, these channels may not provide correct indication in post-accident situations.
It
is our understanding
these modifications/commitmen'ts are scheduled for completion during
the 1994 refueling outage.
Within the scope of this inspection, 'no safety issues were observed.
