Ginna Nuclear Power Plant Docket No. 50-244 Ref.(a): NUREG/CR-2403, SAND 82-0927 Supplement No. 1, "Survey of Insulation Used in Nuclear Power Plants and the Potential for Debris Generation," May 1982

Dear Mr. Johnson:

We have reviewed NRC Bulletin No. 93-02 and the associated Information Notices 93-34 and 93-34 Supplement 1. We have also reviewed previously issued NRC Information Notices and generic correspondence related to the potential for debris plugging of PWR containment sumps. Based upon our review we conclude that the actions currently taken during refueling shutdowns and prior to return to power operations meet the requested actions stated in the subject bulletin.

The ECCS design of Ginna Station does not utilize. RHR suction strainers sim'lar to those described in Information Notice 93-34, but utilizes a combination of concrete curbing, steel grating, and steel debris screen in the protection of the recirculation sump (sump 'B') from entrance of debris. RG&E recognizes the significance of the potential for debris plugging of the containment recirculation sump. Sump 'B'esign and protective features (discussed in Ref. a) and procedural actions described below are in place to ensure that this will not occur.

It is not our practice to store fibrous air filters or other temporary sources of fibrous material inside the reactor containment. Procedure A-3.1, "Containment Storage Inspection" establishes guidelines for equipment storage requirements inside containment during reactor operation. The procedure is invoked during refueling outages just prior to return to power operations.

It requires the identification and evaluation of the list of materials and equipment to be stored within containment. It also f fi I t fi'tI30bi0"t:"'tt30bZi0029 PDR ADQCK 05000Z44 PDR

"ensures that materials that could potentially float and clog the sump are restrained or removed. Our review of this procedure and list of materials identified following our recently completed outage has identified no such temporary fibrous materials stored in-containment as described.

In addition, during refueling outages added measures are taken for foreign material exclusion purposes by laying hardware cloth over the sump 'B'rating to minimize the entrance of debris. Following maintenance activities, sump necessary.

Based upon our review of the bulletin and the results of the inspection completed April 25, 1993 prior to startup from our refueling, outage, no fibrous air filters or other temporary sources of fibrous material have been identified. The actions and reporting requirements requested by the bulletin have, therefore, been performed.
