ELECTRICAL DISTRIBUTION SYSTEM FUNCTIONAL INSPECTION
FOR
GINNA NUCLEAR POWER STATION
(REPORT
NO. 50"244/91-80)
This letter transmits
the report of the Electrical Distribution System Functional
Inspection
(EDSFI) conducted
by Mr. Leonard
Cheung
and other
NRC personnel
from
May 6 to June
7,
1991, at Ginna Nuclear
Power Station.
The inspection activities
are authorized
by
NRC operating
License
No.
Discussions
of the
inspection findings were held by Mr. Cheung with you and other members of your
staff at the conclusion of this inspection
on June
7,
1991.
Areas examined during this inspection
are discussed
in the enclosed
inspection
report.
Within these
areas,
the inspection consisted
of selective
examinations
of electrical 'distribution system's
design calculations,
relevant
procedures
and representative
records,
instal.led equipment,
interviews with personnel,
and
observations
by the inspectors.'he
inspection
team concluded that the
electrical distribution system at the Ginna Station is capable of performing
its intended function and the engineering
organizations
provide adequate
engineering
support for the safe operation of the plant.
A number of
strengths,
weaknesses,
observations
and unresolved
items,
as detailed in the
enclosed
report,
were also identified.
Based
upon the results of this inspection, it appears
that one of your
activities appeared
to be in violation of NRC requirements,
as set forth in the
Notice of Violation, enclosed
herewith as Appendix A.
The violation has
been
categorized
by severity level in accordance
with the "General
Statement of
Policy and Procedure
for NRC Enforcement Actions,"
10 CFR Part 2, Appendix
C
In addition,
two of your activities appear
to deviate
from the Ginna
as indicated in the Notice of Deviation, enclosed
herewith
as Appendix B.
You are required to respond to the Notice of
Violation and to the Notice of Deviation.
In preparing your response,
you
should follow the instructions
in Appendices
A and
